    抗日战争后期，国民党统治区法币贬值，物价高涨，公务人员及夫役工资不能
维持正常生活。自1944年增发生活补助费，大致包括文职人员、武职人员、长警、
公役生活补助费，当年实支16142137元，占政务、军务费支出的25.18％；1945 年
度实支99725020元，占13.66％。抗日战争胜利后， 山东省政府的公务人员及夫役
的生活补助费，1946年度实支10598340520元，占55.98％；1947年1月1日至11月15
日实支56405848323元，占60.04％。同时，各县市大量派购粮食，1944年始有公粮
支出32061218元，占军务、政务费支出的50.02％；1945年支出191379922元，占26.
21％。1946年后不再派购。
