    北京政府统治时期，外交费属国家财政支出系统。初期包括省外交司，济南、
烟台两交涉署及东海关等涉外机构经费。1919年增加省长公署外交经费。1920年又
增加第五师驻潍坊交涉费及龙口商埠局交涉费。1925年张宗昌统治山东后又增加督
军军需课交涉费。1912年至1926年11月(缺1924年度)，实支880581元，年均 63275
元，占政务、军务费支出的0.45％。国民党山东省政府建立后，设立交际处，经费
开支划入行政费。
