    清末及民国时期的行政管理费主要包括行政、民政、财政及司法经费，地方财
政也开支一部分军务费，民国时期又增加党务费支出。行政管理费支出是清末及民
国时期的主要财政支出。建国后，军费由中央财政开支，同时财政支出以经济建设
为重点，行政管理费支出占地方财政总支出的比重逐步下降，1950～1952年经济恢
复时期，行政管理费占地方财政总支出的35.08％，“六五”时期为15.57％，1950
～1985年共支出761437万元。
