    清光绪后期，举办各种“新政”，山东始有实业、交通费支出，另有河工、市
政等工程费支出。民国时期，财政支出主要用于军政经费，经济建设支出数额较少。
建国后，财政大力支持和促进社会主义经济建设，支出不断增加，1950～1985年，
经济建设支出共计3041154万元，占同期地方财政总支出的一半以上。
