　　1843年(道光二十三年)户部下令将各省文武官员的俸廉照京内官员减平六分支
放。1859年(咸丰九年)山东的文武官员养廉及满绿营兵饷等款，均核减二成。光绪
以后，凡属行政、司法等一切公费，均减成减平，压缩开支，增加收入。到光绪后
期，年均收入减成减平银7万两以上。
