    国际机构和友好国家对中国的无偿援助，主要是通过中国政府的对外经济贸易部或中国国际经济技术交流中心，并由其协调，再与有关国际机构和政府签订协议之后，按协议规定的地点、项目、内容，交由项目所在省市组织实施。援款多数用于帮助解决某些贫穷地区自己无力解决的问题或帮助某一具体技术的应用和推广。援款的使用程序包括立项、报批、项目评审和项目实施，项目结束后要写出详细的总结报告。
