　　山东改造私营商业工作是与全国同步进行的。建国后，国营商业不断发展壮大，
确立了在市场的领导地位。经过两次调整工商业，调动了城乡私营商业的积极性。
从经营比重上看，我省1951年私营零售商的零售额占社会商品零售额的比重为53.
93％，1952年占44.83％，仍占相当份额。1953年以后，为了进一步解决私营商业
资本主义所有制同社会主义计划经济的矛盾，开始了对私营商业的社会主义改造。
根据其在市场上的不同地位作用，采取了不同的政策措施。
