　　抗日革命根据地的内地贸易，以对内保护贸易自由，调剂供求，沟通有无，平
抑物价，稳定金融为总任务。1941年省战工会确定，要繁荣市场，发展商业，吸收
私人资本，充分利用投资，以活跃农村经济，改善人民生活。这是工商贸易工作的
基本指导思想。1943年后，根据地认真贯彻执行了“发展经济，保障供给”的总方
针。
