　　1938年3月5日，成立伪山东省公署，下设四厅，商业有关事项由建设厅掌管，
设厅长1人，秘书2～4人，厅下设科，置科长1人，科员、办事员若干人。在厅内置
技正、技工、督察、督学及视察员。截止1942年5月底，建设厅达215人。1945年8
月15日，日本宣布无条件投降后，伪山东省政府解体，9月22日建设厅由国民党山
东省政府接收。在日伪政府统治期间，先后任建设厅长的有3人：庄维屏(1938年3
月5日任)、扈学庠(1945年2月1日任)、郑浚(1945年7月1日任)。
　　日伪统治区的地方商业行政，实际上由商会代管。
