　　1979年，省基本建设委员会明确对国家预算内项目，采取统一供应办法，1980
年又对基本建设工程项目全部实行统一供应和设备成套供应。属国家建材部(局)投
资的项目，所需统配材料和机电产品由国家建材部(局)直接供应；属于省投资项目，
所需统配材料和机电产品由省建委分割到各地(市)建委，而后供应建设单位；属各
地(市)建设项目，原则上谁投资谁提供材料；工程建设中所缺的统配物资和二、三
类物资，由省建材局和各地(市)建材公司协助组织供应。
