　　环境影响评价是对建设项目进行管理的一项法律制度。《中华人民共和国环境
保护法》规定，一切企业、事业单位，在进行对环境有影响的新建、改建和扩建工
程时，在项目可行性研究阶段，必须提出对环境影响的报告书，经项目主管部门审
查并报环境保护行政主管部门批准后，才能进行设计；在新城市建设和老城市改造
中，应根据气象、地理、水文、生态等条件，对工业区、居民区、公用设施、绿化
带等作出环境影响评价。
