　　70年代，国家提出建设项目“三同时”制度、环境影响评价制度和排污收费制
度。由于其在环境管理中的显著作用被誉为环境保护“三大法宝”。在1989年第三
次全国环保会议上，国家又确定了环境目标责任制、城市环境综合整治定量考核、
排污许可证、污染集中控制和限期治理等5项新的管理制度和措施。山东省充分利
用各项管理制度和措施进行环境管理，取得明显效果。
