    位于区内距海较远的高程约5～10米的范围，以缓平坡地、浅洼地为主。地下水
条件较差，农田灌溉主要靠引黄河水，西部可发展农业，东部以牧业为主，农业生产
能力低。应注意农牧并重，对现有农田以治理盐渍化为主，并扩大大豆、高粱、棉花
及向日葵等耐旱耐盐作物的种植，推行草田轮作、“引黄”淤改，并注意发展薪炭林
。该区东南部地下水受海(咸)水内侵日益严重，应采取防治措施，以防地下水水质继
续恶化。
