业机械化只有因地制宜地发展，充分发挥农业机械化的功能作用，才能取得最佳的

业等条件的地区性差异，阐明地区特征和要求，提出发展的重点、方法、步骤、措
施，因地制宜地规划经济合理的农机系统，从而满足不同地区农业生产发展的需要。
