　　建国后，由于片面强调“以粮为纲”，农、林、牧、副、渔全面发展的方针没
有很好地得到贯彻落实，农业结构不合理。虽然林、牧、副、渔业增长较快，甚至
超过种植业，但这是在基数较低的情况下增长，所占比重仍较低，这是山东农业发
展较慢的一个重要原因。见表1-4。
