　　1964年，华北石油勘探会战总指挥部下设人事处，负责机构编制、劳动力招收
使用、劳动力调配管理、劳动组织、劳动工资计划及管理等工作。1984年人事处更
名为劳动工资处，各二级单位下设劳资科，三级单位配备专职劳资员。到1995底，
全油田共有劳资工作人员1500多人，形成了健全的劳资工作管理网络。
