　　建国前，职工劳动和生产安全无保障，甚至随时被裁减。建国后，党和国家十
分重视安全生产，把劳动保护和改善劳动条件提到重要议事日程，国家和山东省政
府颁发了一系列安全生产和劳动保护条例、规定，充分体现出社会主义制度的优越
性。1979年始，省医药管理局认真执行“安全第一，预防为主”的方针，坚持贯彻
国家和省政府颁发的规章制度，建立和健全以安全生产责任制为核心，以行政主要
负责人为安全生产第一责任者、党政工团齐抓共管的安全管理体系。
