　　建国前，济南有1所大学设药学系。私营中西药店(厂)对学徒、员工不设授教
时间，主要在业余时间进行。
　　建国后，党和政府重视在职职工教育，并逐步发展药学院校。中共十一届三中
全会以后，各级医药管理部门和工商企业健全了职工教育管理机构。1982年省医药
管理局设置宣教处，1984年改为教育处；各地市医药公司先后设教育科(处)。全省
医药系统职工教育，实行统一管理，分级负责。1987年，全省医药系统有专业学校
3所，有34个企业单位建立了教育机构。
