　　第二次国内革命战争时期，中共徐州特委为掩护地下革命活动，在苏鲁边区设
立多处药店、医院。抗日战争中后期，山东各抗日根据地遵照“发展生产，保障供
给”的方针，发展医药生产经营事业。解放战争时期，胶东、鲁中南等解放区公营
医药商业蓬勃发展，为建国后的国营商业奠定了基础。
