　　建国前，化工安全生产无系统管理，工人在恶劣环境下操作，生命安全与身体
健康得不到保障。建国后，国家对安全生产和劳动保护十分重视，化工安全生产管
理得到逐步加强。特别是进入80年代后，逐步实行了安全生产目标化管理，人身伤
亡事故相对减少。1988年与1972年相比，千人重伤率由1.12‰下降到0．07‰；千
人死亡率由0．16‰下降到0．06‰。
