　　加强职工教育是解决乡镇企业人才不足矛盾的根本出路。从“七五”开始，企
业和各级主管部门日益重视职工的教育和培训工作，针对乡镇企业面广量大、行业
繁多和人才需求多样化的特点，坚持“多层次、多规格、多形式”的培训方针，不
断扩大培训规模。“七五”期间，全省乡镇企业系统年平均培训30万人次。从1990
年起，全省年培训规模达45万人次，1995年突破60万人次。
