    1949 年， 山东省烟酒公司就规定了统一的各等级卷烟的内在外观质量标准。
1978年国家轻工业部制定了全国卷烟产品质量标准(即部颁标准)。检测方法也由直
观式改为仪器测量，使检测更加准确、科学。随着企业现代化管理深化，标准化工
作内涵的扩大，各企业加强了标准化管理。青岛卷烟厂于1988年达到国家规定的二
级计量单位标准，青州卷烟厂于1988年达到三级计量单位标准。
