　　自50年代开始，山东省纺织工业主管部门设置了劳动处，处内设有专人负责管
理安全生产和劳动保护事宜。
　　各市、地纺织管理机构，大都在劳动科设有专人分管安全工作。青岛市纺织工
业局于1978年单独成立了安全卫生科。各市、地纺织企业在厂长领导下，设有安全
管理的专职干部，较大企业均单独设置安全科。车间一般设有专职的安全员，班组
设有兼职安全员，自上而下形成一个安全管理网络。
