　　每届汛期，大水偎堤，若河势突变，堤防险工易出大险。抢险成败关系黄河安
危，大水时严密组织巡堤查险，及时发现险情，抢早抢小，防患于未然。建国以来，
山东河务局总结历史经验和多年实践，制订《巡堤查险办法》和《抢险技术手册》
等有关规定和办法，供各级防汛组织和防汛队伍学习掌握和执行。
