　　历年汛前，各级防汛指挥部组织工程技术人员，由领导亲自带领，普遍检查河
势工情。对存在的问题，尽量争取在汛前予以处理，消灭各种隐患与险点，一时不
能处理的，研究临时渡汛措施。根据不同类型洪水在所辖段内可能出现的问题，制
定出防洪方案，在任何情况下，有对策，有准备。
