　　山东省南部与江苏接壤，西部和西南部与安徽、河南相邻，北部与河北省毗连。
与邻省结合部全长1400多公里，在防洪、排涝及引水等方面存在一些水利问题。
1949-1985年，总计发生边界水利问题105起。其中：鲁苏两省73起、鲁豫两省8起、
鲁冀两省23起、鲁皖两省1起。省内地(市)间、县与县之间也存在一些边界水利问
题，自建国至1985年，共发生水利纠纷35起。
　　这些边界水利问题，大多是历史上遗留下来的。建国后本着团结治水的精神，
解决了多起边界水利问题，但有些问题情况比较复杂，虽经协商数十次，现仍未彻
底解决。
