　　50年代，山东省与国外的水利科技交流，主要是苏联专家来山东考察并指导灌
区开发前期工作。60年代国际交流甚少。70年代至80年代，来山东考察水利工作的
有美、日等十余国及联合国有关组织的水利科技工作者。同时，本省水利系统的科
技人员也开始出国考察，参加国际学术讨论会以及援外工作。
