　　民国时期和建国初期，山东省无专门的水利勘测设计机构，由各级水利部门内
设置的有关处、室、科、队等负责水利工程勘测设计工作。1956年10月23日，山东
省水利勘测设计院成立，是山东省有史以来建立的第一个水利工程专业勘测设计机
构。至1985年，全省13个地(市)和3个流域机构都建立了水利工程勘测设计室(院、
队)。
