　　由于不少地方在河道内盲目植树造林、修建一些阻水建筑物，降低了河道防洪
排涝能力。1972年以后，国务院和省政府多次发出指示，督促各地搞好河道清障工
作。每年在省防汛会议上都强调要把河道清障作为防汛准备的重要内容来抓好。省
直部门和各市(地)贯彻“条条带头，块块负责，条块结合”的精神，本着“谁设障，
谁清除”的原则，落实责任制，采取果断措施，清除河道行洪障碍。
