　　1958-1960年，在山丘区兴建水库塘坝的同时，兴建了23座平原水库。其中鲁
北地区13座，鲁西南地区5座，其它地区5座。这些水库，有的中途停工，大部分建
成蓄水后，由于周围土壤次生盐渍化、沼泽化，防汛任务重和经费支付大，效益小
等原因，于1963年底前全部废除。
　　1968年后，连续干旱，又陆续兴建平原水库。1968年兴建滨州市王庄水库。
1973-1978年，鲁北地区兴建了6座小型水库，寿光县兴建双王城水库。1981-1985
年，鲁北地区兴建了4座中、小型水库，均发挥了较好的效益。鲁西南地区也开始
恢复用太行堤水库少量蓄水灌溉。
