　　为把沭河大部洪水东调入海，在临沭县大官庄北沭河上建拦河坝、溢流堰，迫
使洪水东调入新沭河。当大官庄洪峰4500立方米每秒时，溢流堰下泄1700立方米每
秒入老沭河，2800立方米每秒经新沭河入海。拦河坝长1750米，坝顶宽8米，最大
坝高10.7米，1952年2月动工，在汛前与溢流堰同时竣工。溢流堰1951年11月开工，
1952年5月16日建成。结构形式为欧基式条石堰顶，堰顶宽75米，堰顶至消力池底5.
2米，在落成典礼时，命名为人民胜利堰。
