　　1979年以后，华北地区连续大旱，天津市发生水源危机。国务院决定由河南、
山东两省引黄河水接济天津。山东利用位山、潘庄两条渠道，于1981年、1982年两
次向天津输送黄河水8.426亿立方米，国家拨款2.2亿元。两次引黄济津，山东省特
别是德州、聊城两地区广大干部和群众，克服时间紧、工程量大及严冬施工中的许
多困难，提前完成和超计划送水。
