　　1938年11月，国民政府决定成立鲁苏战区，统一指挥山东、江苏两省的正规部
队和地方武装。1939年4月，鲁苏战区组成，于学忠为总司令，副总司令沈鸿烈(山
东省主席)、韩德勤(江苏省主席)，参谋长王静轩，政治部主任周复，游击总司令
沈鸿烈(兼)。
