　　1902年(光绪二十八年)，山东巡抚张人骏于济南创办武备学堂，培养新式陆军
下级军官，学员定额：正课100名，附课10名，学制3年。1905年第一期学员毕业后，
改称山东陆军小学堂，规模不断扩大，年毕业生达300名。
