　　1907年(光绪三十三年)，陆军部令山东另编新军一镇，限3年成军。1910年(宣
统二年)，山东巡抚孙宝琦，始拟将山东巡防队左、中两路改编为暂编陆军第四十
七协第九十三、第九十四标。10月，孙宝琦以巡防队左路第四、第六两小营为基础，
汰疲去冗，并征募部分新兵，组成暂编陆军第九十三标，由李森任统带，徐光复任
教练官，额定官兵2006名，因经费不足，实设官兵1466名。第九十四标未编成，辛
亥革命即爆发。
