　　1900年(光绪二十六年)4月，袁世凯实授山东巡抚，为扩大自己的实力，将山
东原有各防营汰疲去冗，仿武卫右军营制饷章，增立一军，名为武卫右军先锋队，
袁世凯兼任总统官。
　　武卫右军先锋队辖20营，计1.4万人。其中步队16营，分左、右两翼，每翼两
路，每路分前、后、左、右4营，每路各设统领1员督率训练。另设炮队左、右两营，
作为中路炮队，骧武、精健马队两营，作为中路马队，各派统带1员管理训练。
　　1904年(光绪三十年)，新任山东巡抚周馥，以武卫右军先锋队为常备军，曹州
镇、兖州镇防军8营及沿海防军2营与抚标前军2营为续备军。
