一击。清朝统治者认为，日本军队之所以取胜，就是因为它是一支“用兵皆效西法，
简练有素，饷厚械精”(许同莘：《张文襄公奏稿》，卷23，第24页。)的军队。中
国军队“欲迅期兵力之强，尤必更革旧制”(沈祖宪：《容奄弟子记》，卷2，第4
页。)，因而决计聘用洋将，购买洋枪、洋炮编练新军。
