　　军队是执行政治任务的武装集团，是国家政权的主要组成部分。山东为战略要
地，历代均驻有重兵。鸦片战争以来，晚清、民国、新中国三个不同历史时期，在
山东都设有不同性质的各级地方军事机关，驻有一定数量的地方军队，同时还驻有
隶属于中央的相当数量的主力部队执行临时任务，而过往山东的客军则为数更多。
本篇只记述常设的军事机关及驻鲁时间较久的部队。
