    1944年春季，日军抽兵南调，驻守山东的机动兵力较少，8月中旬“扫荡”滨
海区时，不得不从北起渤海南到陇海、西迄鲁西东至胶东的广大地区内，临时拼凑
兵力，从而为胶东、渤海、鲁中、鲁南、冀鲁豫各抗日根据地造成了展开攻势作战
的有利时机。为扩大根据地，配合滨海反“扫荡”，在山东军区统一号令下，各根
据地发起了秋季攻势作战。
