　　革命战争时期，部队没有营房，借住群众的房子。山东全境解放后，部队陆续
进驻城市，住进接收日伪和国民党军队的房舍、政府拨给的公房和租借的部分民房。
为加强营房管理，在后勤机关建立了营房部门。从1953年开始，进行了大规模的营
房修建和旧房改建工作，使部队陆续住进了营房。1962年开始大规模的后方仓库工
程建设，使大批战备物资可以转入地下储存。营区管理、营区建设、营区绿化和营
区环境保护工作，也相继开展，并取得明显成绩。
