　　1942年，抗日战争进入最艰苦阶段，国民党军队投敌者与日俱增，山东的伪军，
至1943年已达20万余人，约占全国伪军的27％。对伪军是采取积极争取，打拉结合，
分化瓦解的方针，争取同情分子，控制两面派，打击坚决作恶分子。在军事打击和
政治争取下，大批伪军投诚反正；有的则里应外合，共同打击日本侵略军。
