　　北洋政府初期，“鉴于募兵不可恃以立国”，急欲“改良旧日召募之积习”，
效仿西方，规定国民有服兵役之义务，变募兵为征兵，并制定许多兵役法规。北洋
政府大总统袁世凯死后，北洋政府军分裂为直、皖、奉3个派系；各派系都拥兵自
重，专横跋扈，北洋政府虽在形式上控制了全国政权，但不能实行统一的征兵制度。
各派军阀部队的扩充，基本上是沿袭清末新军的募兵制。
