    1905年，山东巡抚在“罪犯习艺所办法”中提出：“由书吏宣讲圣谕，使犯人
发其悔过安分之心。”1907年清朝修律大臣沈家本提出“借监狱之地施教诲之方”；
“刑罚与教育互为消长”。1910年《大清监狱法草案》颁发施行，该《草案》设施
诲教育专章，认为教诲重德育，教育重培智。并对教诲教育的内容、方式、要求、
时间作了规定。
