    1840年以后，山东监狱形成了半殖民地半封建的监狱体系和特点。其主要表现
为：帝国主义国家在山东设置监狱，大量旧监与改良新监并存，封建狱制与资本主
义狱制混杂。这些特点决定了封建末代王朝与民国时期的监狱都是维护统治阶级利
益的，是他们的御用工具。
