　　新中国建立后，依照国家法律政策，公安机关对在土地改革、镇压反革命和肃
反等运动中划定有一般罪行而又勿须捕判的地主分子、富农分子、反革命分子和坏
分子(简称四类分子)，让他们就地参加生产劳动，实行依靠群众管制和监督改造，
逐步改造成为新人。
