    1934年10月，国民党山东省党部肃反专员张苇村被刺毙命，韩复榘怀疑是省党
部调查室主任谌峻臣所为，遂将谌扣押，封闭了省、县各级党部。原调查室特务宋
鸣时、郭云九等伺机投靠韩复榘，提议建立特务组织。1935年12月，韩批款3000元，
在第三路军总指挥部军法处设立特务队，队长宋鸣时驻省政府内。下设总务、侦缉、
审理3股，计有一、二、三等调查员28人，主要任务是刺探中国共产党情报， 破坏
中共地下组织。
