    1977 年， 中共山东省委批准设立胜利油田管理局公安处及其下属公安分处。
1984年，经省人民政府批准，齐鲁石化公司成立公安处。1985年，根据公安部《关
于做好企事业公安机构组建工作的通知》，对治安情况复杂及生产区、办公区、生
活区连成一片的莱芜钢铁总厂、烟台合成革厂以及淄博、枣庄、兖州、新汶、肥城
5大矿务局，经省人民政府批准建立了公安处。 企业公安处除履行保卫处科的职责
外，还行使部分治安管理处罚裁决权。
