    1941年3月，山东建立省级公安机关后， 立功创模活动伴随着公安业务工作的
开展逐步开展起来，它作为公安政治工作的一个重要组成部分，在弘扬正气，鼓舞
干警士气、激励干警斗志等方面，发挥了巨大的作用，有力地推动和保障了公安业
务工作的开展。至80年代中期，公安机关立功创模活动经历了四个发展阶段。
