    中国专职民政机构的出现，始于清朝末期。中华人民共和国成立后，建立了与
国家政权性质和结构相适应的民政工作管理体系，并由国家财政拨款，行使管理社
会的职能。随着国家政治经济形势的发展变化，民政机构及其业务范围、经费的筹
集使用及管理体制几度调整和变更。山东各级民政部门坚持依靠党和人民群众，在
为党的中心工作服务，保障人民利益、解决社会问题中，发挥了重要的作用。
