    北洋军阀政权山东省议会自1913年成立，至1928年结束，共经历了三届。第一届，于1913年2月27日召开成立大会；第二届，于1918年9月12日召开成立大会；第三届，于1923年1月8日召开成立大会。
    山东省议会，设1名议长、2名副议长。议长将所有的议员(不含议长、副议长)分成6个股： 财政股24人，法制股22人，教育股24人，实业股14人，庶政股20人，请愿股25人。
    议会设办事机构秘书科。 全科共有职员26人，其中秘书长1人，秘书4人，会计2人，庶务2人，译电员1人，速记员4人，录事12人。
